NYS Awards Livingston County $50,000 for Countywide Code Enforcement Study
GENESEO, N.Y., Oct. 30, 2026 — Livingston County will receive $50,000 in state funding to study how the County and its municipalities can strengthen and coordinate the enforcement of local codes and streamline development review across the area’s 26 municipalities.
The New York State Department of State announced the award Oct. 26 through its Local Government Efficiency Grant Program. The County will provide $50,000 in matching funds for the countywide planning study, which officials say will make processes easier to navigate and save staff time for local towns and villages.
“We heard a lot of the same challenges from municipalities across the County,” said Megan Crowe, director of the County’s Planning Department. “This grant gives us a chance to work through those challenges and develop tools that local officials can use every day. Ultimately, we want to help municipalities address problem properties, support housing, and provide better service to residents.”
The application was developed by the County’s Planning Department in response to needs identified through the Livingston County Community and Partner Readiness for Diverse Housing Development study. It found challenges involving property maintenance, fragmented enforcement procedures, outdated land-use regulations and barriers to housing development. Crowe said the study will examine opportunities to reduce repeat inspections, shorten enforcement timelines, and lower administrative costs for local towns and villages.
“The goal of this project is to assist municipalities for improved coordination when property issues come up in their jurisdictions, provide residents with clearer steps when they want to improve their homes, and reduce barriers to creating and maintaining housing,” added Crowe.
Additional project objectives include:
- Creating a forum where code enforcement officers can share best practices;
- Assessing code enforcement staffing and processes across the County;
- Comparing practices among municipalities;
- Exploring how to move vacant and deteriorated properties toward reuse, including opportunities to work with the Livingston County Land Bank Corporation and other partners;
- Testing faster permitting and development review for housing projects; and
- Producing a phased implementation plan with timelines and measurable cost savings.
The Genesee/Finger Lakes Regional Planning Council, along with the towns of Leicester, York, Caledonia, and Conesus, and the villages of Dansville, Mount Morris, Livonia, and Caledonia are all co-applicants for the grant. The project will cover all of the County’s municipalities, which include 17 towns and nine villages. Each participating municipality will have the option whether or not to adopt the project recommendations.
